Traffic Engineering

Rigorous traffic engineering is at the core of everything Okami Cho does. We combine deep technical expertise in intersection design and analysis with advanced traffic modelling to deliver solutions that are safe, efficient, and built to last.

Our intersection design capability covers the full spectrum, from roundabouts and signalised intersections to complex multi-leg and grade-separated arrangements. We are experienced in both SIDRA and LinSig intersection modelling to assess capacity, delay, and level of service, informing design decisions with confidence and precision. This analytical rigour has been applied across Traffic Signal Approvals, major corridor upgrades, planning studies, and intersection-specific investigations for Main Roads and local government clients throughout Western Australia.

Adam Reynolds is one of only a small number of accredited Lead Operational Efficiency Auditors based in Perth, which applies an independent, structured audit process to freeway infrastructure projects to verify that designs are fit for purpose and wil l operate safely and efficiently. Operational Efficiency Audits assess whether a freeway project meets the principles of smart freeway design, checking everything from ramp layout and storage capacity to ITS requirements and network connectivity. Adam has led or contributed to audits across many of WA’s most significant freeway projects, including the Roe Highway Upgrade, Tonkin Highway Grade Separations, Tonkin Highway Extension, and multiple Smart Freeways projects, bringing the same independent, evidence-based rigour to every review.

Esperance Planning Study

Project Manager and Planning Lead | Client: Main Roads WA | 2023 – 2026
Okami Cho is leading the planning study for the long-term upgrade and duplication of approximately 15km of Coolgardie-Esperance Highway, one of Western Australia’s key regional corridors. The project encompasses highway duplication, four rural roundabout upgrades at major intersections, and a full suite of technical investigations including alignment options, road safety analysis, environmental and heritage studies, and traffic analysis. Working closely with the Main Roads Goldfields-Esperance Region, our role spans the full breadth of planning — from coordinating multidisciplinary design inputs and leading stakeholder workshops, through to preparation of the access strategy and route definition report. It’s the kind of project that demands both technical rigour and genuine stakeholder engagement, and we’re delivering both.

Westport Roads IPT – ITS and Network Operations Planning Lead

Client: Main Roads WA | 2024 – Ongoing

Westport is one of the most significant freight infrastructure programs in Western Australia’s history — repositioning container trade from Fremantle to Kwinana and triggering major upgrades to the Kwinana Freeway, Anketell Road, and Roe Highway. Okami Cho leads the Network Operations and ITS design across the Integrated Planning Team, overseeing all ITS and network operations deliverables for the Kwinana Freeway Upgrade and Anketell Road West Upgrade projects.

Our work goes well beyond design. We manage a multidisciplinary team developing road user access strategies, conducting smart freeways analysis, and guiding ITS design to maximise network efficiency and safety. We also chair the Freight and Road User Group — bringing together government and industry stakeholders to ensure the program delivers for every user of the network.
