Policy and Guideline Development

Okami Cho doesn’t just apply the rules — we help write them. Adam Reynolds has played a lead role in developing and updating transport planning policy and guidelines for Main Roads WA, giving Okami Cho a deep understanding of the frameworks that underpin network design and operations across Western Australia.

This includes the Smart Freeways Policy and Guidelines suite — a comprehensive set of documents governing the planning, design, and operation of smart freeway technology on WA’s freeway network. Adam also led the update and development of two of Main Roads’ key intersection control guidelines: the Selection of Intersection Control Guidelines, a Safe System-based framework for choosing between roundabouts and traffic signals, and the Signalised Roundabouts Guidelines, covering everything from geometric design to operational signal phasing. Being involved in development of these guidelines that practitioners across the state rely on, we bring an authoritative, first-principles perspective to every project.
