Modern transport infrastructure demands more than good engineering in isolation; traffic analysis, ITS strategy, and civil design need to work in concert from day one. Okami sits at the crossroads of all three, providing the integrating intelligence that turns separate technical workstreams into a coherent, optimised outcome.

We guide the traffic analysis, setting pragmatic level of service targets and assessment criteria, and then interpret the results to drive civil design decisions. We connect ITS strategy to physical design, identifying where smart technology can sweat the asset before resorting to additional infrastructure.

Central to this process is the Concept of Operations: a structured engagement with road users, asset owners, and network operators to define how the network must perform across normal operations, peak periods, incidents, and degraded conditions, translating stakeholder needs directly into ITS and design requirements.

Okami has led Network Operations Planning on four of Western Australia’s largest transport infrastructure projects — NorthLink WA, EastLink WA, Bunbury Outer Ring Road, and Westport IPT, collectively representing billions of dollars of investment and setting the benchmark for  integrated network operations practice in the State.
